エストニアのe-Residency ~ 概要と取得体験

ソ連時代の数少ない資産であった人材を生かし、限りあるリソースを重点的に振り向けることで、エストニアはICT先進国の地位を手に入れた。
日本のマイナンバーに相当する国民IDを用いることで、ほとんどの行政サービスがオンライン上で、ワンストップで、ペーパーレスで完了する。IDカードは、旧来のICチップ入りカードだけでなく、モバイルIDやアプリベースのIDの利用も始まっている。国民IDは電子政府だけでなく民間サービスに使うことができ、この連携を支えるのがX-Roadと呼ばれるオープンソース型で分散型のアプローチを取っているプラットフォームである。すでに、他国への輸出や民間への応用も進み始めている。
2014年12月に導入されたe-Residencyと呼ばれる国民ID制度をサイバー空間に広げる取り組みは他国に例を見ない画期的なもので、エストニアに起業家を引き付けることによって自国の経済を浮揚させ、ICT先進国の地位を確かなものにした。それに加え、独立後100年の歴史の中で、安全保障上の課題を抱えることの多かったエストニアにとって、万が一国土を喪失することがあっても、国家を維持することができるよう、安全保障上の施策としての意味合いもある。
このようなe-Residencyだが取得手続きはいたって平易で、いざIDを取得すると外国人であってもエストニア国民とほぼ同等の権限がオンライン上で行使できる。利用方法もシンプルで分かりやすい。また、起業家にとって非常に使い勝手が良く、税務手続きが簡便などといった制度面も含め、ビジネス活動を強力に支援する。
ICT先進国エストニアの歩みはまだまだ止まらない。ITS、教育、ヘルスケア、リアルタイム経済等といった様々な分野で野心的な取り組みが続けられている。IDカードの脆弱性発覚といった国難も、迅速な対応で乗り切った。

Estonia has gained its position as an ICT front runner by making full use of the limited human resources and assets left over from the Soviet era, and getting the most from the scarce resources available to the country.
Using the National ID system, equivalent to Japan's My Number, most administrative services are completed online, on a one-stop basis, and are paperless. The ID system uses not only traditional IC chip-containing cards, but also incorporates mobile IDs and application-based IDs. Importantly, the National ID is not only used for e-government purposes, but can also be utilized in the private services. Key to making this collaboration work is a platform that adopts an open-source and decentralized approach called "X-Road." Significantly, X-Road's exports to other countries and application to the private sector have already begun.
Extending the National ID system to cyberspace, called e-Residency, in December 2014 is a benchmark of advancement unequalled in any other country, attracting entrepreneurs to Estonia, boosting the Estonia economy, and ensuring the nation's status of ICT frontrunner. In addition, this policy contains national security measures that will maintain the integrity of the country even in the case of massive natural or man-made disasters, a necessary precaution given that Estonia has had many national security problems in the decades after independence.
The application procedure and day-to-day usage of e-Residency is easy and simple, and after the acquisition of an ID, foreign users can be treated almost on the same footing as Estonian citizens online. The service is extremely easy to use for entrepreneurs, and complements Estonian government's strong desire to support business activities, not only with e-Residency but also institutional aspects such as simplified tax procedures.
As the history of Estonia unfolds, ambitious efforts are continuing in numerous fields such as ITS, education, healthcare, real-time economy, etc. Also of note, national distress surrounding the cryptographic vulnerability of the ID card was survived with a prompt response.
