Googleのスマートシティ開発~狙いとビジネスモデル~

最近、世界各国でスマートシティに関する取り組みが広がっている。スマートシティは、都市の抱えている課題をIoT等の先端技術を用いて解決しようとする概念である。各国で推進されているスマートシティ政策は、ICT企業に新たなビジネスチャンスをもたらすものと期待される。
2017年10月、Googleの親会社であるAlphabet傘下のSidewalk Labsは、カナダ・トロントのスマートシティ開発計画である「Sidewalk Toronto」プロジェクトを発表した。本レポートでは、「Sidewalk Toronto」のプロジェクトを事例に、初のスマートシティ開発に取り組むGoogleの狙いとビジネスモデルを考察した。 
Sidewalk Labsのビジネスモデルは、事業の計画段階、不動産の開発段階、運営・管理段階に分けることができる。事業の計画段階では、主にコンサルティングの役割を行い、収入を確保する。不動産の開発段階では、開発負担金及び固定資産税収入の増加分といった税収の分配を主張している。インフラの運営・管理段階では、RFPプロセスの作成やマネジメントを行うことで収入を確保すると示している。また、他の都市への技術移転によるライセンス料も想定している。
同プロジェクトは、現在プライバシー問題で懸念されている。これら課題を乗り越えて、巨大IT企業のGoogleが作るスマートシティが実現できるのか、注目に値する。

In recent years, smart city projects have been spreading around the world. Based on the concept of solving problems of the city using advanced technology such as IoT (Internet of Things), the smart city initiatives are expected to bring new business opportunities to ICT companies.
In October 2017, Sidewalk Labs, a subsidiary of Google's parent company Alphabet, announced a smart city development plan for Toronto, Canada, the "Sidewalk Toronto" project. This report uses the "Sidewalk Toronto" project to examines Google's intentions and business model of their first smart city development.
Regarding the revenue, Sidewalk Labs' business model can be divided into three phases; the project planning phase, the real estate development phase, and the operation and management phase. In the project planning phase, Sidewalk Labs mainly takes the role of consulting to ensure revenue flows. In the real estate development phase, a share of the tax revenues from the development, such as development charges and incremental property taxes, is projected to be the primary source of the revenue. At the infrastructure operation and management stage, the revenue for Sidewalk Labs will be secured by creating and managing RFP (request for proposal) processes. Additionally, Sidewalk Labs' smart city technology can be licensed to other cities.
In Google's smart city project, privacy issues are the main concern. Thus, overcoming the issues is critical to realizing the project.
