Googleが描く未来都市はなぜ実現できなかったのか？～Sidewalk Labsのスマートシティ取り組みからの教訓～

Googleの姉妹企業であるSidewalk Labsは、2015年6月Alphabet傘下の都市イノベーション企業として設立された。Sidewalk Labsが2017年推進した「Sidewalk Toronto」プロジェクトは世界的な注目を集めたが、2020年プロジェクトの撤退を発表した。その後、Sidewalk Labsから独立したReplicaによるポートランドでのスマートシティ事業も早期に終了した。
本稿は、Sidewalk Labsによるスマートシティ開発とプロジェクトの撤退後の事業動向を調査し、巨大IT企業によるスマートシティ開発の限界と今後の展望を考察した。
Sidewalk Labsのスマートシティ事業は、データ収集と活用に関するプライバシー侵害が重要な課題となり、事業の中断に至った。Sidewalk Labsはスマートシティ事業からの撤退後、大規模のインフラプロジェクトではなく、都市開発の一部分を担当する小規模のソリューションやコンサルティングサービスに取り組んだ。
Sidewalk Labsの教訓から、スマートシティの構築過程にはICTを活用した技術ソリューションのみならず、政府、民間セクター、市民社会間のガバナンスと合意過程が重要な論点として見えてきた。
今後のスマートシティ事業の推進においては、事業の初期から住民参加のためのオープンプラットフォームを構築することが必要である。また、公共部門も制度的基盤を構築しなければならない。政府、企業、市民の各主体の役割と機能を定義し、透明な意思疎通により、協力的なパートナーシップを形成する時、スマートシティ開発のガバナンス体制を構築することができると考えられる。

Sidewalk Labs, a Google sister company, was founded in June 2015 as an urban innovation company under the umbrella of Alphabet. In 2017, the "Sidewalk Toronto" project promoted by Sidewalk Labs attracted worldwide attention, but the company announced their withdrawal from the project in 2020. Subsequently, Replica, which spun out from Sidewalk Labs, has not been able to continue its smart city project in Portland. This report investigates the development of smart cities by Sidewalk Labs, and business trends in this sector after the withdrawal from the projects. The report also examines the limitations and future prospects for smart city development by giant technology companies.
Sidewalk Labs' smart city project was canceled due to privacy violations related to data collection and use. After withdrawing from the smart city project, Sidewalk Labs has focused on small-scale solutions and consulting services that are part of urban development, rather than large-scale infrastructure projects. From the lessons of Sidewalk Labs, not only ICT-based technology solutions but also public-private-civil society governance and consensus processes have become important issues to consider when building smart cities.
With regards to the future promotion of smart city projects, it will be necessary to establish an open platform for residents to participate from the beginning of the project. In addition, the public sector should establish an institutional foundation. It is suggested that the governance system for smart city development can be established by defining the roles and functions of government, enterprises, and citizen actors, and by forming cooperative partnerships through transparent communication.
